MINUTES

OF THE REGULAR MEETING OF THE

TOOELE COUNTY BOARD OF COMMISSIONERS

HELD APRIL 23, 2002

 

 

         The chairman called the meeting to order at 3:00 p.m.  The clerk called the roll which showed Commissioners Dennis Rockwell, Chairman;  and Gene White present.  Commissioner  Teryl Hunsaker was excused.  The time, place and agenda of the meeting had been provided to the Transcript Bulletin and to each member of the governing body by delivering copies of the notice and agenda at least two days before to each of them.

        

         Also present were Douglas Ahlstrom, Attorney and Dennis Ewing, Clerk.

 

1.       MINUTES.  Commissioner White moved to approve the minutes of the Commission Meeting held April 16, 2002.  Commissioner Rockwell seconded the motion.  All concurred.

 

2.       TAX ADJUSTMENTS.  Commissioner White moved to approve the following tax adjustments:  A)  Edward Banks, Serial #723WAU, Customer is active duty military stationed in Utah, resident of West Virginia.  Should not have been charged property assessment fee.  Refund due.  Relief amount ($110.00);  B)  Marques Body Shop, BU-03-0289.  Utah State Tax Commission audit determined that business had never actually opened.  Relief amount ($230.87);  C)  Fleet Leasing, Serial #BU-03-0214.  Payment of $9.88 should have been posted to account number BU-18-0335.  After payment is transferred to the proper account, delete this account and any taxes, interest and penalty.  Relief amount ($10.24).  Commissioner Rockwell seconded the motion.  All concurred.

 

3.       INVOICES.  Commissioner White moved to approve warrants issued on April 19, 2002, in the amount of $595,621.48 - #021861 - #022001.  Commissioner Rockwell seconded the motion.  All concurred.

 

4.       COLOR MEDIA CONTRACT - DESERET PEAK.  Mark McKendrick, Parks & Recreation, stated this item has been withdrawn. 

 

5.       RESOLUTION 2002-07 - APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE TOWN OF RUSH VALLEY AND TOOELE COUNTY FOR LAW ENFORCEMENT SERVICES.  Attorney Ahlstrom discussed this with the Commission.  Sheriff Scharmann asked that a portion of the money received from tickets issued in the Rush Valley area be given back to the Town of Rush Valley.  Commissioner White moved to approve Resolution 2002-07 - Approving an Interlocal Agreement Between the Town of Rush Valley and Tooele County for Law Enforcement Services, and agree that all citations issued within the Town limits of Rush Valley, 50% will go to the County and 50% to Rush Valley.  Commissioner Rockwell seconded the motion.  All concurred.

 

6.       RESOLUTION 2002-08 - INTERLOCAL AGREEMENT - MULTI-AGENCY DRUG TASK FORCE.  Attorney Ahlstrom discussed this with the Commission and recommended approval.  Commissioner White moved to approve Resolution 2002-08 - Approving and Authorizing the Execution of an Interlocal Agreement between Tooele County, Tooele City, Grantsville City, Stockton Town, Wendover City and certain Law Enforcement/Public Agencies of the State of Utah, Creating the Tooele Multi-Agency Drug Task Force.  Commissioner Rockwell seconded the motion.  All concurred.

 

7.       LETTER OF UNDERSTANDING - CREATION OF A 2002-2003 TOOELE COUNTY CHAMBER OF COMMERCE DIRECTORY & VISITOR'S GUIDE.  Commissioner Rockwell discussed this with the Commission.  He moved to approve the Letter of Understanding - Creation of a 2002-2003 Tooele County Chamber of Commerce Directory & Visitor's Guide.  Commission White seconded the motion.  All concurred. 

 

8.       AWARD SLURRY SEAL CONTRACT.  Robert Aagard, Engineering, presented the bids to the Commission:

 

Intermountain Slurry Seal - $54,626.40

Morgan Pavement Maintenance - $49,400.00

Asphalt Guard - $53,109.00

 

Commissioner White moved to approve the bid from Morgan Pavement Maintenance for $49,400.00 and in the event that there is a problem with this bid, they are authorized to go to the second bidder which is Asphalt Guard for $53,109.00.  Commissioner Rockwell seconded the motion.  All concurred.

 

9.       RUNWAY REHABILITATION PROJECT FOR WENDOVER AIRPORT.  Norm Robinson, Wendover Airport, discussed this with the Commission.  It will be paid by federal and state grants and involves no match by the county.  Commissioner White moved to approve the Agreement between Tooele County and the Airport Development Group, Contract for Engineering Services for the Runway Rehabilitation Project for the Wendover Airport, for $121,00.00.  Commissioner Rockwell seconded the motion.  All concurred.

 

10.     BATES CANYON ROAD REBUILD - AUTHORIZATION TO BID.  Commissioner White moved to authorize a Notice to Bidders for the Bates Canyon Road rebuild.  Commissioner Rockwell seconded the motion.  All concurred.

 

11.     PUBLIC CONCERNS.  Bill Dixon, Search & Rescue, stated that they have been thinking about giving up all concessions at the Deseret Peak and do all of the security for the complex.  This would give the Search & Rescue $5,000.00.  There was some discussion as to whether alcohol should be served at all events at the Complex.  Mr. Dixon requested the county attorney prepare a contract to pay Search and Rescue for security services and to place it on the next agenda.

 

12.     ADJOURN.  Commissioner White moved to adjourn the meeting.  Commissioner Rockwell seconded the motion.  All concurred.
