PUBLIC MEETING                                                                                                    May 4, 2006

 

The Tooele County Trails Committee Meeting was called to order at 3:13 p.m. by Chairman Lee Brown.

1.         Approval of meeting minutes from April 4, 2006:

            Marlene made a motion to approve the meeting minutes from April 4, 2006. The motion was seconded by Don.  All concurred.

 

Lee briefly explained what had been accomplished at the last meeting. Lee explained that each member should have received a packet that explained about the trails committee on how it was formed, why it was formed and what his or her responsibility was.

 

Lee asked if staff had determined who would serve the three-year terms and the two-year terms. Lee stated that unless staff had a suggestion then they would leave it as it was.

Lee Brown - 2 years

Don Nielson - 2 years

Marlene Cline - 2 years

 

Lee asked what the correct term was that they should be called, commission or committee? Nicole stated that the Tooele County Code stated that they would be a committee. Lee mentioned that also included in the packet was a list of people that are interested in helping with the trails committee. Lee asked if the county had hired anyone for the trails position yet. Jim stated that they had interviewed one applicant for the job and were trying to set up another interview.

 

Lee explained that they needed to work on the trails that had been outlined in the trails plan.

 

Nicole mentioned that staff had put in for a grant. Richard explained that this grant would be for the Mid Valley Trail. The money would be to purchase road base for the trail so that the public can begin to use it. Lee asked if there was a project scope outlining what needs to be done, the cost and who is doing it. Lee explained that the committee would like to see a scope outline for each project. Lee stated that the committee needs to establish what needs to be done and the order it will be done.

 

Dan Tuttle asked who we put in for the grant with. Richard stated that it was through the Utah Department of Natural Resources.

 

Nicole explained that staff needs to know from the committee what they want to do with the Mid Valley trail. Lee stated that possibly the committee needs to go on a field trip to see the layout of the area. Nicole explained that if the committee wants to go on field trips it needs to be scheduled on a different day and time other than sequentially scheduled meeting times. The committee would like a field trip scheduled and have a project scope for the Midvalley trail. The committee would like all interested people invited to this fieldtrip.

 

Lee asked if he could get the committee member’s feeling on what their priorities should be. 

           

            Midvalley Trail – Bikes, Pedestrians, Horses, ATV’s

 

Bonneville Shoreline Trail – Multiple use trail. Ground is owned by BLM. There are no motorized vehicles allowed, also some areas owned by ARCO.

 

Soldier Canyon Trail – Lee explained that there might be some landowners who have problems with this trail. Jared Rydalch explained that he has some concerns with the laws being enforced along this trail and keeping the public off from the water shed in the area. David Carberry explained that is has become a free for all with ATV’s in the area and it is becoming a growing problem. Jared asked since this was an established trail could we enforce the law a little bit better. Randy asked since this was private ground why the landowners didn’t fence it off. David Carberry explained that they had fenced it off and people just pull down the fences.  Kim stated that she thought that it was a statewide problem with the people trespassing, and wondered if the legislators needed to get involved. David Carberry stated that the water company would be gating the intake spring again to keep out the people. Nicole asked if the county needed to have notification at the different trailheads that if you leave the trails it is a criminal offense.  Lee asked who would enforce this. Nicole asked if we could have some volunteers with cameras and then turn it over to the sheriff’s office.  Lee asked if the committee needed to place this trail as one of the priorities and resolve the problems that it has. Jim stated that possibly the county needs to place signs up along this trial to make the public aware of the water shed in the area. Lee asked Jared and David to give the committee a proposal as to what they would like the committee to do to help them with this problem. The committee would also like them to come back with a presentation as to the scope of work that needs to be done. Lee stated that the committee could possibly do a field trip by the next meeting to see what needs to be done.

 

Stansbury Interpretive Center will be located at the north end of Stansbury Island. The committee is waiting for an agreement with the county to proceed on this project. 

           

Prospector OHV complex is already in use. The Uintah National Forest and BLM have been working with the county on this. There is no need for the committee’s involvement until some agreements are signed.

           

Smelter Trail is complete. The committee asked if we could mark the starting of this trail better and possibly put up some more signage.

           

Bauer Trail would be located at the south end of the Tooele valley. It will need signage. There is a company that said that they would build this trail. This trial is being surveyed at this time.  In the future, there will be a trail located in the Erda area, it will be located in the railroad corridor that the county is purchasing and will be in the 200-foot right of way. Jay Harwood stated that the trail would allow for motorized vehicles on one side and none motorized on the other side.         

           

            Kim asked if the trails map had gone to the county commission to show them what had been drafted up and have them work with the developers so we can get these trails. Kim asked if we could possibly take some pictures of the trials to show the public what has been done.     Nicole stated that possibly on the third Thursday of the month if we need a field trip we could do it that day. Russell Steadman made a motion to make the third Thursday of the month field day if one is need. The motion was seconded bevy Don Nielson. All concurred.

 

            Don asked if the committee could possibly classify trails for their uses. Jim stated that we need to clarify all of the trails so that the public will know about them.  Kim suggested we follow state park’s classifications. Everyone agreed.

 

            The committee continued to discuss things that can be done and need to be done.   

             

            #1 Midvalley Trail, #2 Soldier Canyon Trail, #3 Bauer Trail

            The committee asked if they could see the signs that had been purchased to place on the trails.

 

            The comment was made that perhaps the county could have a program that you adopt a trail.

           

 

Adjournment:

 

            With no further comments, Russ made a motion to adjoin the meeting. The motion was seconded by Kim. All concurred. The meeting adjourned at 4:44 p.m.
