4-4-5. Powers and duties.
(1) The Mental Health-Substance Abuse Advisory Council
shall:
(a) evaluate, advise and recommend programs and methods
of operation in the best interest, welfare and general well-being of a
total mental health-substance abuse service delivery system in Tooele
County;
(b) give direction to the director and staff;
(c) assist in social needs assessment, problem identification
and determining priorities as they relate to substance abuse and mental
health programs;
(d) advise and make recommendations as to how substance
abuse prevention money should be allocated;
(e) evaluate the effectiveness of programs in order to
advise and recommend continued funding;
(f) assist in the selection of community members to attend
the annual summer school concerning alcohol and drugs at the University
of Utah;
(g) determine the most efficient and effective means
to provide needed services;
(h) provide community input and information to the County
Commission, the director and staff;
(i) advise local elected officials concerning the effectiveness
of the services offered; and
(j) provide public relations information to the community
at large.
(2) All decisions made by the council concerning planning,
treatment, needs assessments allocation of funds, selection of service
providers and programs shall be made as recommendations to the director
and the County Commission. The County Commission shall have final approval
